Do not change index type when creating track HepMcParticleLinks from such links.

When creating HepMcParticleLinks ensure that the index type to refer to GenEvents in an McEventCollection is conserved (collection index or event ID).

Also generate a warning if valid truth particle links are not matched to xAOD truth particles, which may indicate an inconsistency in such links.

This addresses part of ATLASRECTS-5349.
