Possibility to run GENtoEVGEN without saving EVNT but saving the yoda file - AGENE-1683

This MR introduces the possibility not to save the EVNT if Rivet is run with Gen_tf.py. More details are given in AGENE-1683. There is a small modification of PowhegControl to account for this change in the transform.
