AthenaROOTAccess ROOT Version Check Removal, master branch (2020.04.29.)

Removed the ROOT version check from the code. As we are (for many reasons) not able to use ROOT <6 since a long time anyway.

This came to the surface after !32365 (merged) went in, together with the updates that I'm preparing in !32081 (closed). (Note that the header doesn't include ROOT's RVersion.h header directly. Once that header "disappeared" from its upstream headers, the compilation broke. That's how I found the issue.)
