Syntax improvements for HepMcParticleLink constructor calls

This merge request updates the HepMcParticleLink constructor syntax in the case of links to hard-scatter particles. Most changes are for inner tracker and muon spectrometer PileUpTools, but fixes to xAODTruthCnv Algorithms are also included. This should help to address the issues seen in ATLASRECTS-5482.

Builds on !32480 (merged).
