Somewhat enable old-style monitoring in threads == 1

Partially addresses ATLASRECTS-5472. I suppose I would prefer to not fully disable monitoring in Reco_tf tests, since this is a good way to test new-style monitoring that runs in RAWtoESD (indeed this exercise has helped me catch two bugs so far). Things still do not complete but I think the failures are not for monitoring reasons.
