WIP: (temporary) switch off truth-based NN emulation using randomSvc to investigate ATLITKSW-117
Day-to-day irreproducibilities have been observed as described in ATLITKSW-117.
Temporarily disabling NN cluster splitting emulation which relies on random numbers, and had been the cause of such issues in the past (although this should in principle already be fixed by using the random number service consistently), in order to assess whether this is implicated.
