Cleanup of EmuStepProcessing test and fix of serial merging and noL1 chains (repeat)

This MR is repeating !32130 (closed), which had problems in the merging. Same fixes included:

  • Modified some emulation chains to test different behaviours (so ref changed)
  • fixed way of retrieving decisions in __decisionsFromHypo
  • fixed FSNOSEED seeding
  • fixed serial noL1 chain
