MuonDigToolInterfaces+MuonRegionSelector+TrackRecord: cmake fixes

These packages have component libraries, but they also export headers. Define interface libraries for the headers.

This merge request affects 3 packages:

• MuonSpectrometer/MuonDetDescr/MuonRegionSelector
• MuonSpectrometer/MuonDigitization/MuonDigToolInterfaces
• Simulation/G4Sim/TrackRecord
