Disable muon in SCTLorentzMonAlg.py test

Disable muon in SCTLorentzMonAlg.py test

This test timeouts with dbg build. Slowness seems from Muon components. Muon is not necessary and is disabled in the test. EventSuperCnvTool was not configured explicitly and its configuration could not be changed. I added it to TrackSummaryToolWorkaround.py.

Now completed within time limit of 600 sec:
