Autoconfig of EDMDecodingVersion in NewJO

Implemented an equivalent of EDMDecodingConfig.HLTTriggerResultGetter in newJO.

From a test, this successfully distinguished AOD files from serial and athenaMT jobs, but it would be good to have a set of input files to test on, and I would be happy to implement a test script that continued to check if the autoconfig were correct (which could be added to for any future autoconfig'ed flags).
