Removed redundant ILumiBlockMetaDataTool interface

Vakhtang Tsulaia requested to merge tsulaia/athena:master-lumiblockmetadatatool-cleanup into master

The only derived LumiBlockMetaDataTool provided dummy implementations for the methods of the ILumiBlockMetaDataTool interface.

The ILumiBlockMetaDataTool inteface was dropped. The derived class and the clients of this interface were cleaned up from the dependency on it.
