Fast calo sim hit init of hit chain

Merged Michael Duehrssen-Debling requested to merge mduehrss/athena:FastCaloSim_HitInitOfHitChain into 21.0

Add the option to the FastCaloSim hit chains to initialize a hit only once instead of each time during the hit loop. Can be used to calculate the hit center position only once or to make position dependent energy corrections
