AthenaMonitoringKernel: python 3 fixes

The hack in GenericMonitoringTool with new to always get a unique instance isn't needed with run 3 configurables. And in fact if we are in fact using run 3 configurables, it doesn't work with python 3.

Only use this code for old configurables.
