Activate FE mask (ATLASRECTS-5014)

In RUN-3, the mask is applied to the frond-end level.

This validation needs two steps:

  1. activate this functionality (this MR)
  2. test the masking (modify monitoring code etc.)

So far, current deadmap does not contain the FE mask information, so that it will not change the result.
