Rip out cluster splitting check from MergedPixelsTool

Work done in context of ATLIDTRKCP-241, to remove unused cluster splitting code. At this stage the barest minimum removal has been performed, and the interface (with some now-redundant options) and jobOptions have not been updated, to avoid interference with !32671 (closed). Once this is accepted, further progress can be made.
