Fix DQ crashes in MT standard tests

Peter Onyisi requested to merge ponyisi/athena:master-dq-in-reco-tf-mt into master

Fixes DQ so that it doesn't crash in threads=1 Reco_tf. (Output not necessarily sensible, and no guarantees about threads>1.) Completes fix for ATLASRECTS-5472.
