Adding propagation to target surface in ActsExtrapolationTool

I have added new feature to the ActsExtrapolationTool to extrapolate to a target surface. In order to test it, I have also added an algorithm to compare the ATLASExtrapolator and the ACTSPropagator.

I have adapted the configuration of services and tools to the new configuration style.

The test runs using TrkExAlgsConfig.py
