Bug fix for crashes in TFCSEnergyAndHitGAN

Michael Duehrssen-Debling requested to merge mduehrss/athena:FastCaloSim_EnergyAndHitGANfix into 21.0

This fixes an memory overwrite bug found in the stand alone FastCaloSim parametrization file creation outside Athena. The code executed inside Athena is not affected
