add flag InDet.useSctTdaqEnabledTool to InDetRecToolConfig.py

John Baines requested to merge baines/athena:master-AddFlag_InDet.useSctTdaqEnabledTool into master

Flag added to be able to disable the inclusing of the SctTdaqEnabledTool in the SCT_ConditionsSummary tool. I tested by setting : flags.InDet.useSctTdaqEnabledTool=False in TrigUpgradeTest/newJOtest.py

This fixes ATR-21280
