Added new histograms for small-R jets to offline jet monitoring

Added some track-dependent as well as track-independent variables for online & offline small-R jets in the TrigJetMonitorAlgorithm.py config file for the offline jet monitoring. Also added two new Jet Variables to the JetMonitoring package, EM3 and Tile0, which I also added to the above config.
