Fixes in the MMSimpleClusterBuildeTool

This is a follow up of !32639 (merged). It fixes two bugs:

  • Holes were only allowed for the first strips
  • Strip time vector was filled with tof correction which moved to the calibration tool meanwhile

Sweeps to 21.9 and master have already happened in the sweeps of the original MRs: !32771 (merged), !32760 (merged) Therefore adding sweep:done
