Master fixes for in det config
This contains some more fixes, with which InDetConfig Clusterisation runs again (I'm sure the output is wrong, but this is step 1).
I have re-enabled the test in the CMakefile, so we don't accidentally break it again.
I also renamed some functions - we don't need to add the namespace (and this isn't what we've done elsewhere, so we should be consistent)
Finally, I put in some missing configuration, notably for CondAlgs
N.B. I have flagged some duplication. I will come back to this in a future MR, as I don't want to change possibly functional configuration whilst I'm debugging this.
