CMake fixes for TRT_DriftFunctionTool

This commit makes a separate interface library for TRT_DriftFunctionTool/ITRT_DriftFunctionTool.h called TRT_DriftFunctionToolLib and migrates all clients of TRT_DriftFunctionTool to use it.
