Avoid adding EventInfoCnvAlg to two sequences: CondSeq and AlgSeq

Vakhtang Tsulaia requested to merge tsulaia/athena:master-eventinfocnv-duplicate into master

RecExCommon/RecExCommon_topOptions.py inserts EventInfoCnvAlg into AthCondSeq. Make sure other python fragments do the same. Otherwise we may end up having EventInfoCnvAlg it two different sequences.

May be a fix for ATEAM-613
