Added the Prompt Lepton Improved Veto tool to all TOPQ derivations.

Added Prompt Lepton Improved Veto to each TOPQ derivation to stay consistent with the TOPQ1 derivation. The tool was added to TOPQ1 in this MR !32692 (merged).
