Remove COMPONENTS of Boost from find_package (SCT_ConditionsAlgorithms)

Susumu Oda requested to merge oda/athena:master-SCT_ConditionsAlgorithms-Boost-v2 into master

Since only lexical_cast and tokenizer are used and these are header-only, COMPONENTS filesystem thread system are removed from find_package for Boost.

RunTier0Tests.py was fine. RunTier0Tests.log
