Make EventFlagSelectionAlg init FilterReporterParams

Paul Gessinger requested to merge pagessin/athena:efsa_filter_params_accept into 21.2

After !31568 (merged), this seems to be mandatory, but this algorithm was not updated to do it. This leads to a crash at finalize time.

This MR adds the initialize call.
