Fix distCut value and track selection

Two minor fixes on SCTHitEffMonAlg, to be consistent with the latest 21.0 branch.

• Fix on distCut value: from 2 mm to 0.2 mm
• Modification on track selection: only tracks passing Loose without relying on wafer under investigation are used for efficiency calculation (to reduce track selection bias)
