WIP: Manual sweep DerivationFrameworkInDet 21.2 to master

This MR provides a manual sweep of the changes in 21.2 to DerivationFrameworkInDet into master, excluding those already performed in !33068 (merged) and !33124 (merged). Primarily, these changes include the addition of a number of custom thinning tools:

  • VsiTrackThinningTool
  • VertexParticleThinning
  • PixeldEdxTrackParticleThinning
  • UFOTrackParticleThinning
  • VertexThinning
