add StripDigitization, duplicated from SCT dig

  • Duplicat the SCT digitization package for ITK strip upgrade. rename prefix SCT to Strip
  • load external csv format file (csv file will in cvmfs) for itk strip sensor E field potential This MR does not include the change in joboption
