Exclude Tools/KitValidation via package_filter.txt files in preparation of removal

AFAIK, the package Tools/KitValidation is obsolete and can be removed from the HEAD of the master branch.

Pinging @desalvo who was the last to touch this packages some 4000 days ago (according to the svn-snapshot)
