Restore HLT decision CF/DF in new JO trigger test

This MR restores the New JO test effecively. It turned out that reusing the rec-ex-common CF code is nearly impossible so we went ahead and wrote it in a much simpler form. Only simple chains are supported. And I see that muons do not pass to next steps. But at lease the CF/DF construction is there. Tagging @fpastore @aporeba Related to: ATR-21280
