Expand/add the type provided from MeasurementBase to avoid dynamic casts

Expand/add the type provided from MeasuementBase to also cover the particular RIO on track cases, combinded they should allow to get rid of a few more dyn casts.

Start from TRT_ElectronPID tool to check it
