Add stationName and stationRegion to MuonIdHelperSvc

Hi,

this MRs adds statioName and stationRegion to MuonIdHelperSvc to avoid that clients need to check the muon detector type manually. It fixes ATLASSQ-228 and ATLASSQ-229.
