Clean remaining direct StoreGate access in monitoring

This fixes all remaining retrieve/record calls from (non-trigger) monitoring tools caught during q431 RAWtoESD. (The TrigDecisionTool handling of the Run 2 EDM causes enough trouble right now that it is hard to debug the monitoring tools.) Also incorporates AFP fixes from !33326 (merged) .
