MuonReadoutGeometry: Flatten a few more functions in the dbg build.

Apply the flatten attribute to a few more functions in the dbg build. Reduces the time required for AtlasGeoModel/AtlasGeometryConfig_AOD_test from about 20 minutes to about 4 minutes.
