TrackParticleCreatorTool : Get rid of const_cast path

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:CreateTrackParticle_remove_forceUpdate into master
  • Remove all const_cast
  • Remove flags that were controlling them
  • Move inline methods to .icc
  • Try to avoid lines > 120 char (I prefer even a bit shorter , but > 120 can be problematic...)
  • RunTier0Tests.log
