WIP: Manual sweep of GenFilterTools into master

This MR introduces the GenFilterTools into DerivationFrameworkMCTruth in master. Eventually this is needed for DAOD_PHYS production. The code can't be used until the jet building in master is fixed as the inputs include the truth jet collections built at the DAOD-building step.
