Declare tool handles in some ID tools

Goetz Gaycken requested to merge goetz/athena:ATLASRECTS-4354_master_Declare_tool_handles into master

Declare undeclared tool handles (otherwise possible data dependencies are not forwarded).

This addresses part of ATLASRECTS-4354.
