JetForwardPFlowJvtTool: Removing unused options

Louis Portales requested to merge lportale/athena:pflowfjvtflag into 21.2

Removing the possibility to flag jets as "passing" or "failing" the fJVT requirement from the PFlow fJVT computation tool.

The decision can be made using JetForwardJvtTool for both PFlow and EMTopo jets, and having that possibility in two tools could cause some non-needed confusion.
