GlobalChi2 : Make EventContext aware

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:GlobalChi2_new_EventContextAware into master

  • Implement the EventContext aware side of the interfaces.

  • Receive and pass EventContext e.g to the propagators

  • Should avoid quite a few thread local lookups

  • The other set is taken care from the ITrackFitter interface (this is already there and used from the GSF)
