Remove import of non-existant assertCastorStager function (ATLASRECTS-5542)

Hi,

in commit e4b2776f, the assertCastorStager was removed from MuonRecUtils.py without adapting the jobOptions importing this function. This lead to several crashes (cf. ATLASRECTS-5542). This should fix ATLASRECTS-5542.
