DistributedKalmanFilter : EventContext aware, use new style ToolHandles, ATH_MSG macros etc

Do not know how much DistributedKalmanFilter is used to be used

  • Implement the EventContext aware set of interfaces returning unique_ptr
  • Use new style toolHandles (private tools)
  • Use std ATH_MSG_ macros
  • Add the thread safety checker
  • Mark overrides
  • Use nullptr instead of NULL or 0
