Fix calo monitoring config

Pavol Strizenec requested to merge pavol/athena:fix_CaloMonitoring into master

This MR should fix the issue from ATLASRECTS-5424 with missing EM clusters, as well as bring back the cluster energy cuts used in cluster monitoring to a values used previously in Run-2 with rel. 21. Also the configuration of LAr Collisions filter was fixed for the cluster monitoring.
