add switch for mass/width etc. parameters for Pythia8

it was decided not to change the parameters in the middle of the production campaign, a switch was implemented to allow for a choice (from JOs level) if PDGparameters are to be used, by default it is set to false @abuckley - it would be helpful if you could have a look and approve the change
