Add new run HLT_standalone ART tests (build and grid) for Cosmics MC with cosmic_run3_v1 menu (ATR-21572)

Goal to increase test coverage for cosmics (as there is currently no trigger test running over cosmics MC). Both build and grid tests have been demonstrated to work locally.
