Add LArReadCells algorithm to produce ntuples from LAr cell level information

Port to master the LArReadCells algorithm in LArCafJobs that was used to make dedicated ntuples for special runs (32-samples data). This is only used for some dedicated special run processing and not used in any data or MC production job.
