fix provenance bit when time/quality are available

As a follow up of ATR-20463 , fix the LArRawChannel provenance definition when time and quality are available to use same definition as rel 21 (and earlier) for data and MC. This provenance bit is not used anywhere in downstream reconstruction, but this change will obviously change the provenance bit of LArRawChannel and CaloCell containers in any digi / reco job.
