WIP: Migration of HI Jet Decorators to MT safe version

This MR is intended to migrate HIJet tools containing decorators to the new IJetDecorator interface which was introduced in !24710 (merged). The reference for this migration was taken from the MR !25234 (merged) done for Jet package.
