Migration of HI Jet Decorators to MT safe version

Riccardo Longo requested to merge rlongo/athena:HIJetRec_Decorators_ATLJETMET-1155 into master

This MR is intended to migrate HIJet tools containing decorators to the new IJetDecorator interface which was introduced in !24710 (merged). The reference for this migration was taken from the MR !25234 (merged) done for Jet package. The relevant discussions for that part of the migration took part on the ticket related to @rlongo QT, ATLJETMET-1155.
